Add ability to cap number of survey responses
We sometimes use surveys to have supporters request premium items and would like the ability to cap the number of responses so that we don't overpromise what we can actually deliver.
This would also be helpful if we're running a survey and have a threshhold for how many responses we can reasonably read and respond to.
