Allow admins to limit the number of scheduled reports available within each center

We are allowed a limited amount of scheduled reports for our centers to share. We would like to be able to limit the number of scheduled reports available to each center so that all centers have an opportunity to use them. Right now, centers can schedule as many as they want until they reach the maximum limit and we have run into the issue of some centers using multiple scheduled reports and some centers having none available to them because they are all in use. Contacting 62+ centers to verify which reports can be paused and archived is a very manual process we could avoid by limiting the number of reports available to each center.
