Enable ability to suppress duplicate email from being sent when there are two separate/duplicate records for the constituent

For example, an option to only send the email to the oldest record / suppress the newer record (both having the same email address) from the email send. It's likely that the newer record just hasn't been merged yet and will eventually be combined with the older record anyway.
