Allow us to have Milestones that incorporate a time restriction

I want to incentivize my participants who raise $30 in the first 30 after they have registered. Currently, it appears that I will have to set up something to alert me when they have raised $30 and then go in manually and look to see if it happened within the first 30 of registering. I think this would be something lots of people would use if it was available.
