Always display page locale in URL
We've had issues where someone lands on one of our French pages, but along the way the s_locale tag has disappeared (usually when they come from a participant search page). This means when they try to share the page on social, the social service they are using (Facebook, for example) defaults to the English version of the page and and scrapes that page for the share content.
We've used some script as a workaround but it would be nice to just have it as part of the system.
