Add the ability to filter by email address when sending emails to prevent duplicate messages going to the same email address.

For some reason LO only filters by record and not email address. Many organization have multiple records with the same email address. Sphere, NetCommunty and pretty much every email delivery system has the ability not to send more than one message to someone, if the same email address is in multiple records in a given email query/distribution list.
