Move CSS stylesheet in emails to header rather than body

Currently Luminate Online places the email stylesheet within the body tag rather than the header, which is typically where stylesheets, external or embedded typically go based on web standards. This would enable Luminate Online emails to be responsive in email providers like Gmail that only read stylesheets if they are in the header tag. Currently Luminate Online emails can't be mobile friendly in Gmail because the stylesheet is in the wrong place.

This is especially important to do now that the gmail mobile app will not read any stylesheets that are NOT in the head section, so Luminate Emails, especially newsletter-type emails, are not responsive since the app won't see the media queries.
