Allow donation levels to be deleted

It's great to be able to create new donation levels for donation forms, but what happens when you create a level that you discover won't be used? The level sits on the available donation level list and there is no way to remove it. I would prefer to be able to keep the list clean and up to date and delete the level entirely instead of merely unpublishing it.
