Add a preference so users can choose to receive emails on a weekly/bi-weekly basis

To add a Group or Interest that allows the user to choose what time frame they receive emails. If they choose weekly or bi-weekly, all emails that were sent in between the timeframe would be bundled up and sent to that user at that time. As an example: If org sent 5 emails during the week, the user would not receive them until Friday and they would receive all 5 in one email.
