Allow for customization of action alert default pages (action already taken, alert expired, etc.)

In action alerts, these pages must be customized in each action alert that's published.  The system doesn't let you create a default design and content for each page. This means copying and pasting code for each page every time you publish an action alert.

It's an even bigger problem in an affiliate organization where state chapters don't have the time or capability to effectively create these types of pages. They can't be expected to copy and paste content and re-create these pages each time they publish an alert.  

Luminate Online should allow you to create your own default pages for each of these page types.  The default - by definition - would automatically apply to each action alert unless it was further customized.
