Allow local company coordinators for teams associated with National Teams

When you create a national team, the former local company coordinator loses the ability to access the company coordinator center and run reports for the TeamRaiser he or she is registered on. We do still have complex teams on local teamraisers that need to be able to run reports. Some of our Chapters will not let us properly connect a local team to the cross event company because they want to allow the local person to run reports. This misleads the national company coordinator and creates data headaches.
