Allow participants to reregister on different events and still track them as returning participants.

Right now, if a participant from the Brooklyn Walk reregisters the following year on the Queens Walk, they are treated as a new participant. Want to be able to link this participant, who has walked, just at a different location, to their former Participant Center, contacts, donors, etc and steward them as a returning participant.
