Change the Contact Management requirement for admins to have access to Luminate Beta Lists

We have staff who need access to Luminate Beta to create lists. Currently, access to lists requires the administrator also have permissions to Manage All Contact Data. That is really extreme and not very secure. If access to contact data is required in order for contacts to be added to a list that much is understandable. But there is no reason these folks should have access to delete contact records or access sensitive data. If the need is for admins to run mail merge I don't see why that permission isn't included in Manage Non-sensitive Contact Data.

I would like to see another permission option under Contact Management that includes only the tasks actually technically required for someone to run a list in Luminate Beta and export it to LO.
