Allow multiple messages to different sets of advocacy targets
It would be extremely helpful to be able to tailor different messages within a single advocacy page that would go to different targets. For example, thank & spanks should be possible by choosing a "thank" message for people who voted for the bill and a "spank" message for legislators who voted against it. Similarly, we'd like to have different default language for co-sponsors vs. non-sponsors. Ideally the action page would collect the supporter's address, identify their target legislators, and display the appropriate version(s) of the message for them to customize.
